Palestinian Factions Agree on Independent Committee to Administer Gaza

Palestinian factions and political forces announced on Wednesday in Cairo that they had reached a consensus on key steps for the second phase of the Gaza ceasefire agreement.

According to the statement, the meeting “builds on the efforts of mediators from Egypt, Qatar, and Turkey, aiming to advance the remaining phases of the ceasefire agreement, address the humanitarian aftermath of the war in Gaza, and unify the Palestinian national vision during this critical period.”

The factions expressed their support for the mediators’ efforts to establish a transitional national Palestinian committee to manage Gaza’s affairs. The committee will assume immediate responsibility for the daily administration of the territory and the delivery of essential services, working in coordination with the Council of Peace and its international executive committee to oversee the acceptance and implementation of reconstruction projects.

Call for Israeli Compliance and Humanitarian Access
The statement urged the Council of Peace, in coordination with mediators, to exert pressure on Israel to halt military operations, reopen crossings, and allow humanitarian aid into all areas of the Gaza Strip, alongside a full withdrawal of Israeli forces. These measures, the statement emphasized, are essential to restore calm and create conditions for early recovery and reconstruction.

Commitment to National Unity and Palestinian Rights
The factions reaffirmed the importance of continuing efforts to unify Palestinian positions, overcome current challenges, and achieve political cohesion, independent national decision-making, and the defense of Palestinian rights. They condemned plans to annex parts of the West Bank, settlement expansion, and violations against religious sites in Jerusalem, underscoring the necessity of establishing an independent Palestinian state.

The statement concluded by expressing gratitude to the Arab Republic of Egypt and international mediators for their ongoing support of the Palestinian cause.

Hamas Supports Committee Formation
A senior Hamas official confirmed that the movement had no objections to the proposed members of the Gaza management committee. Hamas spokesperson Hazem Qassem emphasized the movement’s “consistent national responsibility and commitment to the overarching interests of our people,” adding that “today, Hamas acts in accordance with this authentic national commitment.”
