Lebanon: Constitutional Council Suspends Implementation of General Amnesty Law

The Constitutional Council of the Lebanese Republic issued Decision No. 10/2026 on September 10, 2026, suspending the execution of Law No. 70/2026 regarding the granting of a general amnesty and the exceptional reduction of certain sentence durations.

The decision followed a session held by the Council, chaired by its President, Judge Tannous Mashlab, and attended by Council member Judges: Aouni Ramadan, Ahmad Akram Baassiri, Albert Serhan, Riad Abou Ghaida, Fawzat Farhat, Michel Tarazi, Elias Bou Mfraj, and Mireille Najm, while Vice President Judge Omar Hamzeh was absent due to illness.

After deliberating on the challenge filed against Law No. 70/2026, the Council decided by majority to suspend the execution of the challenged law. It was also decided to officially notify the President of the Republic, the Speaker of Parliament, and the Prime Minister of this decision, and to publish it in the Official Gazette.
