An International Legal Coalition Has Been Launched in Brussels to File Complaints against Israeli Officials

Human Centre for Human Rights Research & Advocacy (CENTHRA) announced the signing of a memorandum of cooperation with Waves of Freedom France (WOFF) in Malaysia, and Global Coalition to End the Occupation of Palestine (SANED), with the aim of establishing a framework for international legal cooperation concerned with prosecuting grave crimes committed in violation of international law.

This cooperation is being officially launched on the sidelines of the international parliamentary conference “Sumud” held on April 22, 2026, in Brussels, in affirmation of the growing international political and legal momentum in favor of coordinated efforts aimed at confronting grave violations of international law and strengthening accountability through multilateral engagement.

In this context, it announced the filing of judicial complaints in France targeting Israeli officials for their role in adopting and implementing the legislation that approves the death penalty against Palestinian detainees, which was passed by the Knesset last March. Five additional lawsuits will also be filed by the end of the week in a number of European countries.

“These proceedings specifically include Itamar Ben-Gvir, Limor Son Har-Melech, Zvika Fogel, Nissim Vaturi, in addition to Benjamin Netanyahu, on the basis of their individual criminal responsibility in preparing, supporting, and adopting this legislation.”

“The reported facts fall within grave violations of the Geneva Conventions, particularly in terms of enshrining a discriminatory framework and violating the right to life, and amount to war crimes, crimes against humanity, and acts of torture, all of which are punishable under the principle of universal jurisdiction. Accordingly, these acts entail individual criminal responsibility for their perpetrators and cannot remain without prosecution.”

“The signing of this memorandum also represents the launch of a global legal coalition comprising actors from Europe, Asia, and other countries, with the aim of coordinating judicial proceedings, strengthening prosecution mechanisms, and formulating an effective international response to grave crimes committed. This coalition is open to all organizations, groups of lawyers, institutions, and human rights defenders wishing to join.”

At a time when international efforts are intensifying, particularly through global initiatives and conferences against the death penalty, to put an end to this practice, it becomes necessary to condemn and prosecute any attempt to exploit it for political or discriminatory purposes.

Waves of Freedom France, in cooperation with CENTHRA in Malaysia and Saned, calls on all rights organizations, institutions, and actors in the field of human rights to join this global coalition, to ensure the prosecution of the perpetrators of these grave crimes, particularly those committed by Israel, and to ensure the full application of international law.”
