As 2025 drew to a close, Hezbollah Deputy Secretary-General Sheikh Naim Qassem delivered a defining statement that set the tone for the year ahead. Emphasizing Lebanon’s completed responsibilities, Sheikh Qassem declared, “Lebanon is no longer required to take any action on any front until the Israeli enemy fulfills its obligations. Do not demand anything from us. The state is not required to act as the Israeli enemy’s enforcer.”
Throughout the year 2025, Sheikh Qassem consistently warned against unilateral concessions to the enemy, describing the government’s decision to monopolize arms as both a grave error and a gratuitous service to the Israeli occupation entity. “The government committed a sin when it sought to disarm the resistance. Correct this mistake. This administration is executing the American-Israeli agenda to eliminate the resistance,” His Eminence stated.

Highlighting critical government decisions in August 2025, Sheikh Qassem pointed out that certain measures were unconstitutional and nearly pushed the country toward a major internal crisis. His Eminence also criticized the participation of a civilian head in the ceasefire committee, calling it an additional misstep layered atop the controversial ‘500’ decision.
During his address on the municipal elections, Sheikh Qassem reaffirmed Hezbollah’s firm stance: “We will make no concessions. There is nothing left to give in Lebanon, and no one should present demands to us. Every demand amounts to a surrender that benefits the Israeli enemy and undermines our strength. We will not relinquish our power, Lebanon’s strength, the Lebanese army, or the state itself.”
Sheikh Qassem further warned all Lebanese citizens to remain vigilant regarding the direct involvement of the United States in the Israeli occupation’s aggressive policies toward Lebanon. He stressed that every step Lebanon takes under foreign pressure merely serves Israeli objectives. “America is not an impartial mediator; it is the principal sponsor of aggression, facilitating its expansion and entrenchment across Lebanon and the region. It is a major calamity for the Lebanese people,” he noted.
Despite the confrontational regional environment, Sheikh Qassem emphasized Hezbollah’s openness to national security discussions aimed at safeguarding Lebanon’s interests. In December 2025, he stressed that the party had fulfilled its responsibilities and enabled the state to assert its sovereignty.
Throughout multiple addresses in the year, His Eminence reiterated that Hezbollah remains ready for dialogue when invited, but never under the duress of occupation or foreign aggression. He underlined that discussions on national security strategy provide the only viable path to a solution, and any plans involving the resistance or its arms must be considered within a defensive framework that preserves Lebanon’s strength, sovereignty, and independence.
