Germany on Tuesday stepped up its travel advisory for Turkey after the arrests of human rights activists there, warning it could not guarantee its citizens’ safety amid mass arrests and a worsening bilateral row.

Foreign Minister Sigmar Gabriel also announced a general “overhaul” of Berlin’s bilateral relations with NATO ally Ankara that would include a review of state guarantees for foreign investment.
